The migration balance corresponds to the difference between the population registered in the Municipal Register due to a change of usual residence from abroad or from another municipality in Spain and those who are deregistered. To register a migration-related change, it is necessary to demonstrate prior registration in another population register. When it is not possible to justify a place of origin and/or destination because the individual is not registered in any other municipal register or in the register of Spaniards living abroad, an administrative registration is carried out ex officio, known as a registration by omission. Administrative deregistrations correspond to deregistrations due to expiry of registration in the Municipal Register, resulting from the implementation of the 2003 reform of the Immigration Law, which requires foreign nationals without permanent residence permits to renew their registration. They also include deregistrations of EU nationals who have not reported a change of residence, as well as deregistrations due to duplication in other registers. The administrative balance is the difference between registrations by omission and deregistrations due to expiry and/or duplication.
